THE BUILDING ENERGY EFFICIENCY ORDINANCE 2012
GOVERNMENT ENACTED
The Buildings Energy Efficiency Ordinance (BEEO) which regulates energy efficiency standards of four keys of building services installations has come into full operation since 21 September 2012. It aims to reduce energy consumption through mandatory implementation of the Building Energy Code (BEC) to lessen Green House Effect.
The developers or building owners of newly constructed buildings, and the responsible persons (i.e. owners, tenants or occupiers etc.) of existing buildings under major retrofitting work, should ensure four key types of building services installations that electrical installation, lighting installation, air-conditioning installation as well as lift and escalator installation must comply with the design standards of the Building Energy Code (BEC) for an energy assessment.
And the responsible persons of existing commercial buildings should carry out energy audit for these four key types of building services installations therein accordance with the Energy Audit Code (EAC) every 10 years. (Please see https://www.emsd.gov.hk for details.)
